Attila was part of the nomadic tradition and he chose to identify himself and to live in a nomadic way so as you say his you know he needs a capital but first of all he only comes comes west of the Danube. He didn't necessarily want to come into the roman empire he wanted to trade and the Romans kept closing the trading posts. Each time they did that he would invade and cause immense distress  and destroy vast numbers of Roman legion legions. The tributes get bigger and bigger and there's a wonderful description from one of the roman ambassadors to a man called priscus who goes to see a tiller.
