Ending a War When the AUMF Ends

President Obama announces a set of rules going forward for drone strikes. He says he's only going to use drone strikes when there's an imminent threat. In the Constitution and also in international law, the president is allowed to act unilaterally in self-defense. Ben fears that what President Obama was doing by stressing that word 'imminent' may be laying a new foundation.
