The people of Israel have rejected God as their king in the way that they're conducting themselves. When Samuel is brought into the picture, a gentleman by the name of Eli is the great priest in Israel. And he goes to God, angry and upset that the people want a king, and that they're rejecting Samuel. "I will give them a king," God tells Samuel.
