When PMs aren't appropriately empowered, things can just grind to a halt or you get really weird outcomes. Product managers who are overly prescriptive work poorly because then you don't get ownership in the outcome from engineering. The goal I think for all good product teams is you want to build the awareness of who's the customer and what success looks like.
