Dorris voitea was the superintendent of the st bernard parish school system. She stayed behind because she knew that there were people vulnerable who wouldn't have been able to get out if it weren't for her. Her leadership role in the storm itself and making sure that people were safe is remarkable. The experience with vodier was very important to our learning about what was essential to overcome the collective action problem associated with a post-disaster moment.
