I would suggest to you, I mean, there is a split in the world, but it's not the one that you're emphasizing. And I think the world will fall into two camps, those with safeguards on surveillance, including facilitated by AI, and those without effective safeguards. That second camp will be large or authoritarian, because those cheaper surveillance technologies without safeguards make it easier to be authoritarian to rule with a heavy hand. We need to build counter-wailing powers like the ones we have just suggested," he says.
