The claim is that proactive police power is much more likely to be illegitimate than reactive police power. An officer has only so much time on shift, you know, if they like go about making a proactive arrest and not have to process the evidence. So there's just a thing of risk to contend with, right? And so there are a bunch of other dimensions that go into the risk profile that we can talk about.
