The Importance of Fiscal Reform in China
The 1984 tax reform aimed to separate the end prices from the government. But it failed to achieve this goal, so local governments had very close linkage with end prices. The 1994 tax year reform tried to decentralize fiscal power and build up a socialist market economy. It was effective in improving both the national tax share of GDP and the central government share of national tax revenue.
