How Do Underpasses Work?

In some parts of the country, including Florida where I live, the total cycle time of a red light is three minutes. We call it giving typically a six lane arterial, which are sometimes called boulevards, or the major surface streets in metro areas. Using them a treatment that allows people to basically bypass the traffic signals. This might actually, it's now in the design stage and might actually get built in the next few years. It would be the first of it to be in the United States.
