The president doesn't support changes like lowering penalties for carjacking. Democratic Senator Tom Carper of Delaware who re-introduced a bill recently that would grant Washington DC statehood says the city needs to fix its criminal code before it can be granted statehood. But given that I do fall to the golden rule treat other people the way they want to be treated and the people in Washington DC ought to be treated well, he adds.
