Resilient Authoritarianism Depends on Active Citizens

The idea of resilient or responsive authoritarianism, I think, is helpful in understanding how the authorities work. But it also depends on how citizens behave and I really wanted to emphasize that a responsive authoritarianism depends on responsive, active citizens. Even though they punished them for participating, they're still listening. That's very well put. And there is a kind of mutual learning, I would think, that authorities will learn from citizen activism.
