Ukrainian voters tend to be highly educated and identify more strongly with ethno-nationalist ideals of what it means to be Ukrainian. Do I think there is a possibility that the reforms that come in peacetime in Ukraine will be of neoliberal nature? Yes, potentially so. And do I think Ukraine needs a variety of reforms, including perhaps liberalization of some entities and some industries? Yes, also.
