British accents are used here to represent the old world and another world. Frodo speaks with received pronunciation, because he's from a slightly higher class than the other Hobbits. The relationship between Frodo and Sam is very much rooted in the old-class system. And it's pretty beautifully played out in the story that these two, there is obviously a class division at which point they sort of break down.
