Spirit's model of charging for both seems to work for an American United or Delta in addition to what you said, I don't think they would give up the millions they make on check bag fees. Enforcement, I think, on American Delta United or Southwest would be a lot more difficult because you are going to provide exemptions for your elite level of frequent fires and other people. The nine or ten different boarding groups that American is already enough chaos trying to get on the airplane. Trying to segregate free carry on bags from paid carry on bag people would just be more of a nightmare.
