The Power of Disdiscretionary Effort

I joined the police when I was 17 and never ever regretted it. The discretionary effort that they do day in and day out is just amazing. It's a challenge, but my job is to take an organisation through a storm. We can't have 40% of our work being the overspill of other agencies who aren't dealing with their work then do a good job for the public. So as much as I'm going to be tough on our things, I need to be toughon what others can do to help us succeed. But I've got to take us through this storm of confronting these.
