Julius Caesar did a ton of illegal things as consul. He just broke in the law manifestly and had adopted a strategy of never leaving office. Julius Caesar should have been prosecuted at the end of his consulship for the laws he broke. That would have solved the problem if he wasn't because his political ally at the time was Pompey.
