What's the Point of Systemic Racism?

The terms systemic racism, structural racism and institutional racism are really frustrating to me because they imply that problems are ones that should be included under the term racism. The idea is supposed to be that that kind of bigotry can create phenomena in society that create different outcomes between the races conditioned by that bigotry. And what worries me about that term is that when you say racism it creates a certain kind of response, you're battling racism. It distracts people from thinking about things that actually help people who need help.
