The first South Korean flirting with the nuclear idea during the Cold War was effectively shelved by the United States. The US has perhaps told the South Koreans that this is not productive, but publicly everything is still kind of hunky dory. There's almost a component of hard bargaining here, which is that there's always this for now added. Some South Koreans want the US to deploy nuclear weapons on South Korean soil as the US did between 1958 and 1991.
