Bishop Butler was one of the first early modern philosophers to write about blame and forgiveness. Ernesto Garcia has sort of pushed this as well. You might say, no, a person could forgive for any reason or for no reason. If what forgiving ultimately amounts to is something like releasing someone from an obligation of repair, then arguably it doesn't require any special reasons.
