If you get rid of the rule, what will happen, i think is that companies will probably set up more cotton sill operations there, but they'll do it with a yarn and fabric that's imported from non cafta and non us. Will be less fabric exported from here. So you might create more jobs in central america. They'll be cut and sow jobs. This is not moving them up the value
