Is the Yarn Forward Rule Unduly Restrictive?
The yarn forward rule was formulated to give anad age to the large scale american textile manufactures that scott referred to. It has saved a lot of jobs in the united states, and they ship it down to central America or the dr for for making into ind garments. If you get rid of the rule, what will happen, i think is that companies will probably set up more cotton sill operations there, but they'll do it with a yarn and fabric that's imported from non cafta and non us. Will be less fabric exported from here. So you might create more jobs in central america. They'll be cut and sow jobs. This is not moving them up the value
