Colin Young is the Executive Director of the Caribbean Community Climate Change Center. He says middle-income countries need to be investing in climate resilience, but they can't afford it. The only countries that can get concessional funding are those whose income per head is less than $1,253 per year. "We want investment now to avoid the loss of lives and loss of livelihoods"
