In 1978 Robert Bork wrote a book, the antitrust paradox which became hugely influential and started rolling out through Supreme Court judgments in the consumer welfare principle. Reagan merger guidelines in 1982 so few years after the book that you mentioned put into practice these ideas just to say they loosen the criteria by which companies could merge. So since then, it kicked it's kicked off a mega merger wave and every single decade from that point.
