Neighborhood Committees Are Already Responsible for Everything, Right?
The problem is sort of systemic, right? Discretion, it means responsibility, and responsibility means culpability ultimately. So i can sort of understand why in the chinese system there would be a lot of reluctance either to have that kind of o responsibility devolves on toyu as a neighborhood committee worker. I think theoretically that's the case. But in the practical moment, you know, we're living in in in dire, you know,. There's dire situations here in shanghai, right? Somebodya elderly person faints and needs a medical attention. At that point, the neighborhood committee needs to know what to do, and they need to have the means to do it."
