release drafter only drafts the get up release. If you want to have, say, a page in your sphinx documentation, you're going to need to pull that out. There's also town crier, and scrip, which was written by ned bechelde. Those are tools that allow you to have read release notes to your pas as snippets or fragments. And that scales very well if you have an open source project with many contributors.
