Central and eastern european countries are heavily dependent on russian imports. It is difficult to import gas from western europe, because the pipe plnes are usually designed to carry gas one way, rather than back towards the extra buyer. And climate really comes into picture here, because winters tend to be cold in central eastern europe. The landlocked part is also important for countries like chek republic and slovakia.
