If you're familiar with the basics of HTML, CSS, and JavaScript, you can absolutely get started with Meteor pretty much right away. You don't need to switch between different frameworks if you want to create a smaller app or a larger production app. Your app can be as large or as small as you need it to be. It's really just about how many lines of code I feel like I can write to get to accomplish what I want to accomplish.
