Kant's Argument Is That Man Is Born Free but Is Everywhere in Chains

Kant does not believe as Rousseau does that man is born free but is everywhere in chains I mean because for one he doesn't think that civilization or the state has put us in chains and secondly he doesn't necessarily think that we're born free right or that we always are like you. Kant therefore differs from Hobbes and that the sovereign authority is not above the law so to speak  the sovereign authority is as much bound by moral duty as the citizens are.
