As migration increases and more money's going to flow, the question will remain, who gets to control that money? Beninco: It could become increasingly easy for authoritarian governments to control the flow of remittances if they control access and have surveillance access to the electronic payment platforms when remittances are transferred. The amount of money that we're talking about being transferred here dwarfs foreign aid. And i think it completely changes how we think about democracy promotion and how we thinking about emigration going forward.
