Kofi Annan wanted to have his foundation sponsor a commission on elections and democracy in the digital age. He had been dealing with election monitoring and conflict zones, not just as UN Secretary General. And so they put together a commission of technologists and former heads of state that was chaired by Laura Cinciia,. The vice chair was Eve's Litarum, who's former prime minister of Belgium; several other folks from civil society as well as some academics. They focused on how new communication technologies were affecting elections and democracy writ large.
