The chart of glass is the origin story of the flaw. It's interesting that Rocky has like no backstory in this entire franchise, really. In one of the deleted scenes, there's a after the before the big fight, he has a meeting with the mayor. So not really the shard more just like a filling in some gaps of the thing. And it's telling us there is a shard somewhere.
