The Self-Quarantine Hypothesis
The self-quarantine hypothesis assumes that nothing good comes from anything but the most basic and distant diplomatic exchanges. A few thousand years isn't much time for galactic reaction in a no-FTL universe, let alone a diplomatic exchange. This process works far better if you all put up big beacons telling everyone who you are,. What your borders are, and what the policy and reasoning is. By definition though makes you loud aliens, the kind prune of civilizations with early radio astronomy and basic space travel like us.
