Is Mev a Tax on Every User Transaction?

The optimism camp basely says, they kind of phrase a mev like this. Mev is like a small tax on every user transaction and we use it to fund public goods. The arbitrom perspective is the polar opposite: Mev is bad. Taxes on users are bad. We should do everything in our power to avoid this happening. But there's no meb in that model - so it remains to be seen whether or not mev will become a really big factor in the future.
