One thing that the aviation case, i think, has done well is very rigorously tracking incidents. And so you can then improve on these sort of precursors to an actual disaster. So right now it seems like there there are different safety requirements for different sorts of pathagens. You'd think the apendemic rel that would cost ten trillion dollars should have a greater level of safety requirements than anthrax that might kill one worker there.
