The united states government made it illegal to induct anybody with an ic of less than 83 into the armed forces. The military were early adoptors of icu tests, and did a lot of the research that was designed to validate them. They wanted to screen people quickly for aptitude to develop an officer corps during war time. And so the terrible thing about that is that's ten % of the population, right? So pure genetic lottery.
