The Undulation of Technology in China

In pre-modern times, technology and science were basically individual activities rather than institutionalized. Chinese technology peaked in 6th century; ever since then, it was basically a downward trip. The question to ask when you look at the data like that is: Is there any connection between the civil service examination system and the larger impact the examination system had on bureaucracy on the state?
