Is the Digital Dollar a New Currency?

The concept of a digital dollar becomes boundary destroying when you think about traditional money and regulation. It would also potentially represent a liability on a central bank as a guarantor or a supplier of last resort despite the fact that it would have this transmissibility in a digitally native manner. When you get into a world of truly digital currencies essentially it's the individual armed with a computer who starts creating the currencies. And to what degree does it still sit in a central bank or individuals?
