Is There a Formal Process for BIPs?
There is no formal process, but it seems that the tradition is to propose your BIP on the mailing list. You can create an amazing standard, get a BIP assigned to it and nobody ever uses it or adopts it,. I mean, PSBT BIP 174 was never used before codecard, right? No single implementation of it was in use by users. So great, somebody invented PSBTs, but you know, what's the point if there is no buy-in?"
