Rare wanted to do something different that was their own. In particular, with the folks that had worked on GoldenEye, they were big sci-fi fans. They wanted to have freedom to do things that you just can't do in the Bond universe. Ghost on the Shell was another big influence for the actual design of Joanna Darrick and some of the stuff that she wears. A little bit more X-Files too, because we're in the exact X-Files time.
