The emergence of a multipolar system means that you don't need just a single state providing global public goods. There are so many other players in the system today than there were 20 or 30 years ago. I think as Chris is saying, you're hearing people from the right pretty closely aligned with where the Republican Party is at the moment. Essentially, the US isn't unipolar.
