The court essentially held that yes, they did have the right to bring these cases in federal district court. So I guess I also want to know, are the agencies themselves advantaged by being able to build these delays into the process that is delaying someone's access to a real court? Of course. Who has more resources than the Department of Justice backed by the full faith and credit of the US Treasury?
