Witches are on the outskirts of gender norms. You can read them as weaponizing society's dismissive attitude towards women as sluts, spinsters or witches. This was in contrast to a wave of witches as moral beings to aspire to in the 90s like Willow from Buffy,. Sabrina and Charmed.
