How to Grow Seaweed in the Ocean?

We produce a lot of synthetic fibre for other reasons, like clothing. The main constraint here is twisting those fibres into ropes that we're going to attach the seaweed to. It turns out it takes a very small % of our manufacturing budget to make of rope twisters. We would actually have to increase our rope twisting capability by 300 times - which sounds kind of crazy. But these pieces of equipment are only ten thousand dollars, and you can make a lot of rope.
