The way that the international order has conceived of refugees, didn't really accommodate a pre climate change world verywells. The fundamental truth of the international refugee order is that it was built in the years after the holocost. It's rooted in this idea that what that the national community needs to work to ensure that people have a chance to leave their country if their government is persecuting them because of who they are. What happens if you're not being threatened because of like, race or religion, but because of your gender or sexuality?
