Is It Important to Start With a Hypothesis?

Francis Bacon talked about avoiding what he calls idols of the mind which we might now call cognitive biases and he also had the idea of going out to collect data first before you have a hypothesis. I don't think it's very important whether you get the data first and then make a hypothesis or make a hypothesis first and then get the data some people will argue about this but in my unlettered opinion  it doesn't seem to me to be very important. Karl Popper said that any statements that are not falsifiable are not really scientific so how can you tell whether something really is a science or is a pseudoscience?
