The Church Is Not Protected by Under Reporting
Under reporting feels safer from a risk management perspective than even perhaps over reporting. Lay clergy cannot be expected to know how to handle serious issues that involve abuse, mental health issues and an intense trama marriage councelling struggles. I would even go so far as to say even a help line at the higher levels cannot be m expected to counsel a bishop or a state president in situations of this nature by one single phone call. For them to immediately turn to a to a law department or the attorneys that the church has hired speaks to them not going in the right direction. Why would you not am mediately turn this over to local people that have training in in the residence of where the families are
