I think where Docker have been bitten is they really underestimated how this would just be slamming the brakes on. If you structure it well enough and you give just enough of a taste for a functional product that a lot of people can use without worrying too much about hitting those limits, but the people that are using it in some kind of approaching professional or corporate fashion end up having to pay, it can work. But I do think there's been quite a lot of examples where it's kind of come a bit later. And then there's a panic where they're looking at balance sheets and going, shit, we need to monetize this. They didn't actually have a strategy for it coherently
