The Color Manual Is the Best Solution Ever
There's a minimum ratio of luminosity between the two colors used for the text and its background. The general goal is to just create enough contrast that it will blur into, like, a mix of colors. And there are a ten of different crum and, i believe, firefox pluggins that you can use to simulate gray scale and other visual impairments as well.
