Safe Systems Approach to Traffic Safety

The NTSB and the US Department of Transportation have advocated for something called a safe systems approach to traffic safety. I'm wondering if you specifically see this as an improvement in terms of safety or does it kind of help move the needle away from what you've term car dependency. The safe systems approach can be valuable or it can even be harmful depending on what we include within that term system.
