How to Handle Risk in a Low Whip Environment

In an extremely low whip environment, if you move these features around in priority, you're able to affect what is the probability of them getting done. The only lever you have left at that point is the individual feature size. How can I make this feature smaller? What can I get out of here in order to get this thing done? Yeah, I just think that's so cool. Because intuitively as a product manager, you think the hammer that you have is priority. And if you're not controlling whip, priority is a fool's errand.
