Romans - A Theological Text Book or Source Book?

i want to embrace that relatively new idea and say, you know what? Paul is interested in talking to the roman church about some problems they're having. And he wants to weigh in on those things pastorally for them. Then there's also some other issues that they know about paul's reputation that forces him to write a whole bunch of other stuff in romansthat makes it as long as it is.
